There's this guy who's willing to give you something, I think the TM 'Secret Power', but
when you talk to him he says this: 'Oh your.. *names first Pokémon in party*. You have to go for it a little harder. If you do, I'll give your Pokémon something nice. ' What do I have to do to get that TM?
There is also a women who says she makes medicine out of Berry Powder, and that
there's a machine installed in every Pokecenter upstairs, but I can't find it!
Where is that machine she's talking about? Please help ;p

OK, #1, you need to make your pokemon adore you.

#2 You have to link up to other games to do this, actually, it only comes from Firered or Leafgreen.

1) you need to get tm secret power fom the dude right above the cool trainer near the desert route going to fallarbor town (he standing near a tree)

2)that lady only gives you a ribbon the real one is only in pokemon emerald

3) shes talking about the one that is last in line upstairs in any pokemon center in pokemon emerald

Well, I got Pokémon Emerald.. but I don't see it.

The berry crushing machine is merely the wireless connection center on the far right of the pokemon center's second floor. You need to be in range of another person who is also trying to do the same thing for it to work;

The effort ribbon has already been explained, and the secret power tm is not located in slateport, it's from a guy standing next to a big tree right above the desert area north of mauville. He'll simply give it to you if you talk to him.

she gives your pokemon an effort ribbon and to get secret power you go up from mauville and you walk around and find a guy facing a tree you talk to him and he gices you secret power

for berry powder you get a friend and go into the wireless union room

After you get TM Secret Power from the guy in front of a tree after the desert, you can buy it at Staleport.
