Whittle down his HP with Umbreon's bite, then keep stalling and using other balls. Every other ball you use, use a timer ball. Eventually, it will start rolling 2, then 3 times, then, with more time, you'll catch it!! I find that the other balls don't work as well. Get timer balls at the outskirt stand. K?
