I have a question. Are we going to be battling those from the same bracket until one of us is left or are the people from one bracket going to be facing the ones from the other brackets to eliminate them?

I know the second one seems more obvious 'cause we would be defending our generation of choice, but still, some of the things I read seem to say otherwise.

I'm not sure I completely understand the question, but I understand what you do not. Basically, each bracket battles it out until one person remains in each. The the winners of each bracket are randomly chose to fight each other. The two winners of those battles face off for first/second, while the other two bracket champs take on each other for third/fourth.

Does Togekiss count as a RBY Pokemon since Togepi was released in RBY?

No, because Togepi was released in GSC. If you mean GSC, then Togekiss counts as a GSC mon only if you don't have 3 total GSC mons. It was in the rules at the beginning, which I suspect you didn't read
