They cannot be from Distant Land (Pokemon Collosseum), only at lv 30 as Bayleef, Quilava and Croconaw.

They are from Pokemon XD: Gale of Darkness...If you make the 100 trainer battle challenge, and win, using the same 6 Poke's from start to finish, the Mt. Battle, Battle Master offers you your choice of one of the three Johto starters. They also start out with the "ultimate" moves...Blast Burn, Hydro Cannon, and Frenzy Plant, respectivley.
