No it isn't. It may net a kill but it's just as detirmental to the user- it takes skill to know when to use it and to anticipate switches for ghost types and the likes of skarmory and steelix that can survive it. The explosion clause stops a player from using it to force a draw, in any other situation it's fair game and can be prepared for as much as any other attack.

EDIT: Plus even a noob would know that an explosion coming off a poke with base 30 attack is gonna do pretyt much nothing to anybody.

dont double post. also sorry but no one is going to join a tourney with someone that has 12 posts. this doesn't look organized at all either. and btw electrode isnt even that good of a lead... also there is another tourney going on right now. wait till the one is over, make a good, organized one with a better title than "Ownege Tournament" (spelt ownage wrong...) and make your rules A LOT better.
