How can i get Latios or Latias in Emerald version?

When you beat the Elite Four you'll return to your house and your mom will tell you to look at the TV and it will say a Pokemon was spotted and ask you what color it was. If you choose Red then you'll be able to find Latias randomly in the wild and if you choose Blue then you'll be able to find Latios randomly in the wild.
