It's a tower that appears in the Desert Route (I forgot its number), and when you enter, you encounter wild Trapinch, but, if you have a Mach Bike, you can continue upwards and you should eventually see two fossils. Take one, then the tower will collapse. Then, you can take the fossil to Rustboro for regeneration, and your fossil becomes either a Level 20 Anorith or Lileep.

Then, after the Elite 4, you can go to the Fossil Maniac's house, and continue through a tunnel filled with Ditto, Whismur and Loudred, then you can obtain the next fossil and revive it as well.
