Hmm, megots nearly every card on the Game Boy Color Trading Card Game. So, rate a couple of my decks, kthnx.
NOTE:Do NOT post here if you don't know what game I'm talking about, and do NOT post here if you want to talk about any sets after Fossil. I will be tempted laugh.

Firstly, why are you calling them Pogeymanz?
Secondly, it does look like quite a promising deck, but there are a couple of flaws in it:
1) You have way too many Trainer cards, at least cut it down to around 18 or 20 at max.
2) For a Rain Dance deck using Blastoise, Gyarados and Lapras, you need a bit more than just 14 Energy cards, try dueling some of the people in the Water Club, or some of the Techs at the Mason Laboratory if you need more of them.
Otherwise, it's pretty good.
Also, I know that drawing cards is good for a Rain Dance deck so that you can pull out a Blastoise quickly, but you really don't need 4 Professor Oaks, discarding your entire hand can be extremely bad for you quite a lot of the time. And with 4 Bills already you really don't have to worry about drawing cards.
Plus, you may want to go with the traditional 4:3:2 ratio for the Squirtle line because having only 1 Wartortle means that you can only have 1 Blastoise, so if it dies early on then you're toast.

I would normally agree with you on the 4:3:2 ratio with Squirtle:Wartortle:Blastoise. However, he does have Pokemon Breeder, so I would say 2 Wartortles is fine if you keep the 4 Breeders, although I wouldn't have more than 2. Also, it is unlikely that you will need 4 Blastoises in one 6 prize game. In my Rain Dance Deck, I have 4 Squirtles, 2 Wartortles, 2 Blastoise, and 1 Breeder. You may even consider replacing your Magikarp and Gyrados for Seel and Dewgong. Some people prefer the Seel line because Magikarp don't last very long.
For Trainers, I would take out a Gust and a Comp search, then put in 2 Switches because Blastoise and Gyrados have high retreat cost, and the last thing you want to do in a Rain Dance is waste energy. Replace the 4 Oak with 4 Energy search, and exchange the 2 Traders for 2 Energy Retrieval (you never know when someone might pull out a Super Energy removal). Earlier I also suggested taking out 3 Breeders. If you did, put in some extra Water energy, because Rain dance need as much energy as possible in a short ammount of time.

Eh, I've used real life decks with no Wartortle, and they worked well. Wartortle slows it down. Competitive play rarely follows the suggestions that the company that produces the cards follows (4:3:2 is a slow ratio when Breeder is available).
4 Professor Oaks can be a lot, but when I have a crap hand and 2 more cards from Bill just won't help, Oak is a lot better.
