Hidden power changes type and power depending on the IVs of your pokemon. To get the maximum power of 70 and the corresponding type, refer to the list below:
Dark - 31,31,31,31,31,31
Steel - 31,31,31,31,31,30
Electric - 31,31,31,31,30,31
Ice - 31,31,31,30,31,31
Dragon - 31,30,31,31,31,31
Dragon - 31,31,30,31,31,31
Dragon - 30,31,31,31,31,31
Ground - 31,31,31,31,30,30
Water - 31,31,31,30,30,31
Bug - 31,31,31,30,31,30
Psychic - 31,31,30,30,31,31
Grass - 31,31,30,31,30,31
Ghost - 31,31,30,31,31,30
Fire - 31,31,30,30,30,31
Flying - 31,31,31,30,30,30
Fighting - 31,31,30,30,30,30
Poison - 31,31,30,31,30,30
Rock - 31,31,30,30,31,30

Yes, there are 3 ways to get 70 powered Dragon HP.

That list is in the order of HP,Atk,Def,Speed,SpA,SpD

To change a pokemon's IVs, you... can't. You'd need to get a new pokemon.

An IV is a gene. A pokemon has an IV for each of its stats, HP, Atk, Def, Speed, SpA, SpD. Each IV ranges from 0 to 31.

Mew's species max:
404, 299, 299, 299, 299, 299

The species max is calculated with each of the IV being 31. For each unit UNDER 31, subtract 1 from the species max to obtain the individual pokemon max.

eg:

My mew's HP IV is only 20. 20 is 11 under 31, which means at 252 EVs, my mew can only attain 393 HP instead of 404.

IVs, depending on their combination, gives a different type of Hidden power type. To obtain maximum power, 70, and the desired type, refer to the list above, that's the IVs you need for a pokemon to have that type of 70 power.
