Ok...so what's with all the stinking lv 9 and under Mews?

Every time I've gone on GTS this week, whenever I look up a Pokemon only 3 people come up (never more than that) and usually at least 2/3 of them are requesting a "Mew lv 9 and under" It's ESPECIALLY true with ledendaries like Ho-oh and Lugia but even someone with a lv1 Yanma was requestion one...so I'm wondering if this is maybe a glitch? Or there are cloning or something? Cause people usually put Abomasnow lv 9 and under when they are...but really this is insane if someone just hacked a bunch of lv9 Mews, they could get all sorts of things like shiny Deoxys and Giratina! Could someone please tell me what's going on? This is so annoying I want to do some trading already....:sad:

I don't think there is a legit Mew under lv10.... :neutral: At least I don't think so....

If Nintendo wants to catch cloners, then why would they put up Pokmon such as Shinies for LV9 and under Mews? o_O
Doesn't that already promote hacking?
I just don't get what's with the sudden rush of LV9 and under Mews.
