Breloom is faster and can learn Spore. Considering how valuable Spore is in battling other people, it makes the game's AI look so deficient in comparison. You can Focus Punch a lot of stuff...

This really is an easy answer. Breloom is far stronger and better than Cacturne. Cacturne is Grass/Dark, while Breloom is fighting/Grass. Cacturne is weak against fighting types.
