When you hold a pokemon bakc from evolving, it learns different moves often. But after, say, preventing a pokemon from evolving for 50 levels, then let it evolve, will its stats be lower than a pokemon that was not stopped and is on the same level as the one that was held back?

NO, this is a very good question, lots of trainers think this because they are unaware about EVs/EV training, in other words, if you train a pokemon lets say a Makuhita to a certain level and then capture a wild Makuhita at the same level as your trained Makuhita, your Makuhita's stats will be mostly higher than the wild one, because yours already gained EVs through battling and the wild one did not, as far as Evolving a pokemon sooner/later is concerned, it does not affect its stat growth, your pokemon's stats are simply equated against the base stats of its evolved form and the new stats are calculated (Stat-growth/IVs/EVs, they're all based on simple mathematical equations basically, so the values of the dependent and the independent variables are required to satisfy each other, otherwise the equations will no longer be valid, hence, this proves that the stats will remain constant regardless of the fact that the pokemon evolved sooner/later assuming that no EVs are gained/magnitude of EVs gained for any specific stat is constant)

The base stat increases are always proportional no matter if you let it evolve at the minimum level, or right at level 100. It'll all be the same.
